Electricity Outage Safety Public Awareness Campaign by DEWA
Dubai Electricity and Water Authority (DEWA) required a clear, accessible awareness film to guide residents during electricity outages caused by severe weather. We delivered a visually driven safety campaign that translated complex procedures into calm, step-by-step guidance using real-life scenarios, motion graphics, and bilingual messaging.
Pre-Production
The project began with stakeholder briefings to align on safety priorities, tone, and compliance requirements. Our team reviewed DEWA's official outage protocols and translated them into a clear narrative structure. Scripts and storyboards were developed to ensure accuracy and emotional clarity, supported by location planning, shot lists, casting approvals, and a detailed production schedule aligned with weather conditions and daylight windows.
Production
Production was executed with a compact crew using cinema-grade cameras, stabilised rigs, and controlled lighting setups for indoor and outdoor environments. Scenes included residential settings, service vehicles, and technical demonstrations to reflect real outage scenarios. Practical effects and controlled weather simulations were used where required, ensuring visual consistency while maintaining safety and realism throughout the shoot.
Post-Production
Post-production focused on clarity, pacing, and trust. Editing balanced live-action footage with motion-led overlays explaining Electricity Outage Safety steps. Bilingual on-screen graphics and subtitles were refined for readability across devices. Color correction and grading ensured visual continuity across varied lighting conditions. Voice-over editing and audio mixing were completed to maintain a calm, reassuring tone. Multiple review rounds were conducted to meet DEWA's communication standards before final delivery in broadcast and digital formats.
Challenges & Solutions
Challenge 1: Simplifying Technical Outage Procedures Without Losing Accuracy
Electricity outage guidelines involve technical steps that can be difficult for the general public to understand if presented in a purely instructional or text-heavy format
Solution: We translated complex procedures into clear visual sequences using motion graphics and real-world demonstrations. This approach preserved technical accuracy while making the information intuitive and easy to follow for all audiences.
Challenge 2: Filming Across Residential and Outdoor Locations in Unpredictable Weather
Shooting in both indoor residential environments and outdoor locations introduced challenges related to changing weather conditions and inconsistent natural lighting.
Solution: A flexible shooting schedule was implemented, supported by controlled lighting setups for interiors and adaptable camera configurations on location. This ensured visual consistency and continuity across all scenes.
Challenge 3: Maintaining Viewer Engagement in Instructional Content
Instructional safety content can risk losing audience attention if pacing and visuals feel static or overly technical.
Solution: Cinematic pacing, varied shot composition, and clean visual transitions were used to maintain momentum throughout the film. These techniques kept the content engaging while ensuring the safety message remained clear and effective.
Project Outcome
The final deliverable was a comprehensive safety awareness film used across DEWA's digital platforms and public channels. The project was delivered on schedule and received positive internal feedback for clarity, tone, and usability. The campaign strengthened public understanding of Electricity Outage Safety procedures and reinforced trust in DEWA's emergency response communication.
Electricity Outage Safety communication plays a critical role in urban resilience, especially in regions affected by extreme weather. This project demonstrates how thoughtful storytelling and responsible Video Production Services can turn complex infrastructure messaging into accessible public guidance. As part of Media Production in Dubai, the campaign supports long-term safety awareness, sustainable city operations, and clear communication between essential service providers and the communities they serve.
